The Union documents below are available for downloading by TCU members. Each file is compressed using Zip Compression for faster download time. All files are encrypted and cannot be opened without using a decryption password. Unless otherwise noted, files are classified with an International password (IP), a Joint Protective Board 200 password (JP), or a Fort Wayne Local Lodge password (LP). Class IP files are accessible to all TCU members. Class JP files are accessible to all members of TCU Unit 200. Class LP files are accessible to all members of Fort Wayne Lodge 6760. The decompressed documents are in WordPerfect versions 6 through 9 format. The files can also be opened using several other word processors including MS Word.

We Are Growing!

To access larger and more recent  files go to Volume 2 of the Online Library. To access Volume 2 use your IP Class Password. Once in Volume 2, no decryption passwords are necessary.

As a result of the increase in membership of Lodge 6760, and the large jurisdictional area that we cover, it has become difficult for many of our members to attend our monthly lodge meetings. To help keep our lodge members informed of current events, we will post the minutes from our last three monthly lodge meetings online. Lodge minutes will not be posted until they have been approved at the meeting following.

On June 8, 2007, the Railroad Retirement Board held a conference for union representatives in Indianapolis, Indiana. Lodge 6760 was represented by the Local Chairman of Counsel.

On June 24, 2003, the Brotherhood Railway Carmen Division of TCU and the National Railway Labor Conference reached agreement to limit the total of the hospital association dues and the United HealthCare (UHC) cost-sharing fee to an amount not to exceed the monthly cost-sharing fee of a member who only belongs to UHC. This Agreement is effective September 1, 2003.

On November 1, 2002, General Chairman J. V. Waller, Jr., signed a new working agreement which covers all Carmen employed by Norfolk Southern. This agreement replaces the Nickel Plate, Norfolk and Western, and Southern Agreements effective January 1, 2003. This file contains the complete agreement including all 29 Appendices.

On September 1, 2002, General Chairman J. V. Waller, Jr., signed the System Teamwork and Responsibility Training (START) agreement with Norfolk Southern. This agreement provides for alternative handling methods in discipline cases.

On March 21, 2001, TCU and its BRC Division, along with six other rail unions signed an agreement with five class I rail carriers. This agreement will end the process known as "cramdown," whereby carriers were able to override collective bargaining agreements following mergers.

Section 5 (a) of the New York Dock provides for a minimum monthly compensation guarantee to employees affected as a result of Conrail acquisition by CSX and Norfolk Southern. This monthly guarantee is in effect until June 1, 2005. If you are a covered employee and do not receive your minimum monthly compensation guarantee, you may be entitled to recover your lost monthly earnings. Two files are enclosed in this download, Attachment C is the form that must be submitted to your employing officer. Also included is a cover letter that should be submitted with the claim form. Note: if you are not a NS employee you will have to change the name of the carrier in the cover letter. Remember when submitting this claim to the carrier, retain a copy of these documents for your records. All claims under New York Dock must be filed within 60 days from the end of the month claimed.

On March 15, 2001, TCU, TWU, and NS, signed an agreement that further defines the application of Side Letter No. 6 of the Implementing Agreement dated October 16, 1998, concerning NSR points within a single former CR seniority district.

On Friday, October 16, 1998, TCU, TWU, NS, CSX and Conrail signed an Implementing Agreement for employee protection regarding the Conrail acquisition. The entire 75 page document is available here to download.

In accordance with the TCU Constitution, lodges may write their own By-Laws. Fort Wayne Lodge 6760 first wrote its own By-Laws in 1953. The most recent By-Law amendment was approved by International President R. A. Scardelletti on August 14, 2001, and became effective October 1, 2001.

Some Carmen positions require special training and certification, an example is a truck driver position requiring a Commercial Driver's License (CDL). If you don't have a CDL, protect your job investment and seniority rights by notifying the railroad in writing that you wish to obtain a CDL using our form. Make sure you send a copy of the form to your Local Chairman. By presenting this form to the carrier, it becomes their responsibility to see that you receive the required training at their cost. If you do not have a CDL you may loose your displacement and bidding rights on positions that require a CDL.

Mediation Agreement, Case A-12731, dated September 9, 1996, between railroads represented by the National Carriers' Conference Committee and employees of such railroads represented by the Brotherhood Railway Carmen - Division of TCU. This is our most recent National Wage and Benefit Agreement.
